Highest November rains in seven years AAP Australian Capital Territory; Dec 07;

Canberra has recorded its highest November rainfall in seven years but the soaking is not enough to downgrade level three water restrictions.
Friday night's downpour tipped the monthly scale to 116 millilitres, almost double the November average.
Over the past 24 hours, Canberra recorded an average of 22 millilitres, with some areas, including the Googong dam catchment, recording up to 70 millilitres.
A spokeswoman for ACTEW AGL said despite the increase in catchment levels, water restrictions would not be downgraded.
"There was a good amount of rainfall in Canberra's catchments overnight but we would need to see large and sustainable rainfalls over a long period of time before water restrictions are downgraded," the spokeswoman said.
"Level three water restrictions are expected to be maintained over the summer period."
Level three water restrictions are the most severe ever imposed on the ACT and have been in place for a year.
